Billy Carter (1937-1988) was the younger brother of President Jimmy Carter. He was a charismatic media personality during Carter’s Administration, but he ran into trouble when he visited Libya in 1978. His visit led to congressional inquiries, which were eventually settled, and no charges were pursued. Billy Carter died from pancreatic cancer at the age of 51. He is survived by his wife, and high school sweetheart, Sybil Spires, who resides in Plains, GA.
