Operation Uphold Democracy was in response to the 1991 Haitian coup d’état, where the democratically elected President Jean-Bertrand Aristide was deposed by Army General Raoul Cédras. In 1994, a delegation led by former President Jimmy Carter, along with Senator Sam Nunn and General Colin Powell, urged Provisional President Émile Jonassaint and General Cédras to relinquish control or face an invasion by the 82nd Airborne Division. President Aristide returned to power in October 1994, with a UN peacekeeping force remaining in Haiti until 2000.
